Is Google really manipulating people to vote for the Democratic party?

Recently, an email chain among senior Google executives from the day after the 2016 Presidential election reveals that company tried to influence the 2016 United States presidential election on behalf of one candidate, Democrat Hillary Rodham Clinton.

Some media analysts believe that Google is trying to do the same in the 2018 midterm elections. They are biased and they have been manipulating the platform users to vote for a Democratic candidate in the 2018 midterm elections. Whereas, others argued that Google is a neutral search engine platform which is run by the algorithm, and it only displays content at the top that is (a) most relevant to the search query and (b) most popular result.

This scenario instigated a debate across social media regarding whether Google is really manipulating voters to go Democratic in the upcoming midterm elections?
